Grand Theft Auto Vice City Extended Features has been built in more than 10 years, contains tons of scripts, tons of interiors and new features. One of the biggest extension mods for Vice City. I don't know where to start but for summarize, there are lots of additional things but all features are matching with game experience and not breaking anything from vanilla Vice City.
Description
In this save game, all the default missions and to-dos have been completed for Vice City. The progress of the game is 100%. However, the newly added missions with Extended Features are not passed. You can still play and try these missions.

Oh, it's recommended geforce to your mod's system requirements. My PC is pentium(R) dual core E5200 2.50GHz, OS: Windows 8.1 so, can i run your mod with 800x600?
I think you can, just apply steps below my friend,
for people who has performance problem with the mod, please apply steps below,
first is trying to lowering resolution. there is scripts folder open it and you will see vc.widescreen.ini. open it via notepad++ and you will see lines at the top like that Height = -1 Width = -1. change -1 values with your required values
second open mvl folder and you will see globalm.xml open that file and you will see attributes contains shadow, they set true. set them false and save the file
the last is under scripts folder you will see skygfx.asi backup and then remove that file
these changes will improve the performance if you have low end pc.
