Not compatible to campaign as some of the units can't be build. No English contexts so its hard to to understand what's the requirement of building special units
All units unlocked by the last upgrade in your construcitionyard.Allies will see it after you finish T3upgrade.

I check the rest of the final campaigns of each faction. It looks like only the Rising sun is have an issues. The King Oni and the Giga Fortress are unbuildable after upgrading to tiers level
Sorry but I never try to change the campaigns.Maybe......Future?
