What is this mod about? Crusader Kings II: Pharaohs & Consuls is a total conversion mod in development for Crusader Kings II and it’s expansions. It is set in the mid 600s BC to the mid 400s AD. The scale of the mod is a total overhaul of Crusader Kings II world map to the time of Antiquity. The mod allows players to take control of well-known historical figures such as Pharaoh Psamtik I, Ashurbanipal, Cyrus the great, Alexander III, Gaius Julius Caesar. Many less well-known figures from the times of Antiquity such as Ardys, the king of Lydia, Teispes Achaemenid of Anshan, Prince Manasseh of the house of David etc are also fully playable and integrated into the world of Pharaohs & Consuls. The Ancient world is carefully and accurately populated by the famous and infamous men and women known to us through the great histories of ancient empires and kingdoms.

That's a big mess you made in Italy.
Why is Abruzzo Umbrian?
The people there spoke Oscan, not Umbrian. Since Abruzzo had at least four peoples (Equi, Vestini, Frentani, Marsi), I'd represent the local mess with a generic Sabellic culture. The Sabine region should be Umbrian (the Sabine dialect was Umbrian).
Benevento should be Samnite.
And why is Naples Samnite but not Campanian?
And finally Taranto, it should be Lucanian like Salerno. Maybe even Catanzaro, since the north of Calabria (pardon, Bruttium) is where the Bretti came from, and the Bretti were a Lucanian vassal people, most likely of the same stock. Of course there were no Bretti in the 600s, the separation between Bretti and Lucanians came a century or two later.
Latium should be Latin, not Roman. Roman culture back then wasn't that distinct from the rest of the Latin tribes, we're only a century after the founding of Rome.

Also, believe it or not, Campanian culture was mostly Etruscan back then, instead of Oscan. Which group will it fit is up to you, but I'd put both Oscan and Etruscan names there. Campania was colonized by Etruscans in the 7th century BC.

A correction:
Lucani apparently didn't exist yet in the 8th century. Enotri occupied a territory that roughly fits the provinces of Salerno, Taranto, Catanzaro and Reggio ingame.
Also, there's an issue with the Samnites. I gave a short look on Wikipedia and, apparently, we're a century early. They didn't migrate from the Sabine region yet, the territory was occupied by...other peoples, although I'm not sure of their origin. They may have spoken an Oscan dialect, but they weren't quite Samnites.

It is a WIP at the moment as I am still going through a vast amount of material and research as you can see. I wanted to quickly estimate the cultures etc and as I mentioned before on the summary page many cultures seen here may change/ or be fused into a larger culture group etc. It is still a WIP but thanks for your feedback, if you want to get involved in the production or would be able to assist with some of the research on a specific region etc please let me know as I can use the assistance. Cheers
