Full VersionInitial Release of Spolens Tweaks, which makes changes to the game that make it better.

Changes included:
- put the technology window back where it belongs, attached to the F4 hotkey.
- allows you to see the star names while zoomed out a little bit more.
- Lowered the texture for the empire borders to help reduce system load
- changed max guaranteed habitable worlds from 2 to 10
- allows all ships to explore the galaxy, instead of just science ships
- allows empires to spawn closer to each other with a random start
